1. Agriculture, forestry and fishery
Agricultural production in the month focused mainly on and taking care, harvesting winter and summer-autumn paddy in the whole country; cultivating winter crops in the North. Although the paddy productivity increased in comparison with the same period of last year, howerver, cultivated areas decreased so the paddy production of this year will fall. Buffaloes population and poultry farming grew well, African swine fever in provinces was under control. Fishery production maintained a growth in both aquaculture and catching.
2. Industrial production
Industrial production in 10 months of 2019 reached a decent increase of 9.5% over the same period last year, of which manufacturing industry increased by 10.8%, mining industry increased slightly thanks to rising coal mining, offsetting a decline in crude oil exploitation; production and distribution of electricity to ensure adequate supply of electricity for people’s production and consumption.
3. Enterprises registration situation
In October, the number of newly established businesses reached a high level with more than 12,000 enterprises, especially the number of businesses returning to operation increased sharply, tripled last month and up 109.9% over the same period last year. Generally, in 10 months of this year, the total number of newly registered and re-operated enterprises reached more than 149 thousand enterprises, up 8.6% over the same period in 2018.
Although the implementation of investment capital from the state budget in October and May 10, 2019, despite being boosted under the direction of the Prime Minister, the implementation rate compared to the annual plan and the growth rate compared to the with the same period last year still reached a low level compared to the years in the period 2015-2019. In 10 months of 2019, the progress of State budget collection remained stable, with 6/12 domestic revenues compared to the estimate achieved a good progress, with 3/12 of direct revenues from production and business activities having revenue progress that is still slow and lower than the average level; State budget expenditure continues to ensure timely fulfillment of development investment tasks, payment of debts, assurance of national defense and security and operation of the State apparatus.
6. Trade, price, transportation and tourism
a) Retail sale of consumer goods and services
Despite the fluctuation of commodity prices in the month, the market situation remained stable, the supply of goods was guaranteed, so the trade in services continued to increase compared to the previous month. Generally, in 10 months of 2019, total retail sales of consumer goods and services reached a high increase over the same period last year (11.8%), thanks to the effective implementation of state management and promptly and synchronously deploy solutions to develop markets, promote production, business and stimulate consumption of people.
b) Exporting and importing goods
Total import and export turnover of goods in 10 months of 2019 was estimated at 427.05 billion USD, of which goods export turnover reached 217.05 billion USD, up 7.4% over the same period last year. The domestic economic sector is gradually asserting its position with an export growth rate of 16.2%, much higher than the 10-month growth rate of the foreign-invested sector (3.9%). At the same time, the export proportion of this sector accounts for 30.7% of total exports (up 2.3 percentage points compared to the same period last year). The trade balance of goods in 10 months was estimated at trade surplus of 7 billion USD.
c) Consumer price index, gold price index and US dollar price index

d) Passenger and freight transportation
Transport activities in October and 10 months of 2019 continued to maintain a significant increase over the same period last year, especially the road and air transport industry, due to the focus on infrastructure investment, ensuring Convenient connections between provinces and business firms are constantly improving, improving service quality, flexible prices.
e) International visitors to Vietnam
Generally, in 10 months of 2019, international visitors to Vietnam were estimated at 14,488.8 thousand, increasing by 13% over the same period last year, of which arrivals by air reached 11,510.8 thousand, accounting for 79.4% of international visitors to Vietnam, an increase of 11.1%; by road reached 2,764.7 thousand, accounting for 19.1% and increasing by 22.3%; by sea reached 213.3 thousand, accounting for 1.5% and rising by 6.6%.
7. A number of social situations
a) Hunger among farmers
Generally, in 10 months of 2019, the whole country had about 68 thousand times of households suffering from food shortage, down 33.8% over the same period last year, equivalent to nearly 275.6 thousand times of people suffering from food shortage, down 32.8%.
b) Epidemic situation, food poisoning
Generally for 10 months, there were 67.3 thousand cases of hand, foot and mouth disease (2 deaths) nationwide; 231.3 thousand cases of dengue fever (39 deaths); 510 cases of viral meningitis (12 deaths); 25 cases of meningococcal meningitis (1 death); 36.5 thousand cases of measles rash suspected, including 6.7 thousand cases of measles positive (3 deaths).
The total number of alive HIV-infected persons over the country as of October 18, 2019 was 209.9 thousand people and the number of cases turned to AIDS was nearly 96.96 thousand people; the number of deaths due to HIV / AIDS as of above time-point is 98.45 thousand.
In the month, the whole country had 4 cases of food poisoning, making 40 people poisoned. Generally, in 10 months, there were 58 cases of food poisoning in the whole country, causing 1,668 persons to be poisoned (9 deaths).
c) Traffic accident
Generally, in 10 months of 2019, the whole country had 14,251 traffic accidents, including 7,542 traffic accidents of less serious or more and 6,709 traffic collisions, causing 6,318 deaths, 4,110 people. injured and 6,763 people slightly injured. Compared to the same period last year, the number of traffic accidents in 10 months of this year decreased by 4% (The number of traffic accidents from less serious or more decreased by 1.7%; the number of traffic collisions decreased by 6.5 %); the number of deaths decreased by 5.3%; the number of injured people increased by 0.2% and the number of slightly injured people decreased by 9.2%.
d) Damages caused by natural disasters
Generally for 10 months, natural calamity killed 125 people and left them missing, 170 injured; 1,461 houses collapsed, swept away; more than 66.1 thousand houses were damaged; more than 65.1 thousand hectares of rice and 19.5 thousand hectares of crops were damaged. The total value of property damage caused by natural disasters in 10 months was estimated at over VND 4.7 trillion.
e) Environmental protection and fire and explosion prevention
In 10 months of this year, there were 3,194 fires and explosions in the whole country, causing 82 deaths and 141 injuries, estimated damage was over VND 1,101 billion.
