On October 9 to 11, 2019, the ASEAN Secretariat in collaboration with the Thailand National Statistics Office held the 9th Session of the ASEAN Community Statistical System Committee (ACSS9) in Bangkok, Thailand. The mission of the General Statistics Office of Vietnam (GSO) to take part in ACSS9 was led by Mr. Pham Quang Vinh, Deputy Director General of the GSO.

With a population of nearly 650 million, accounting for 8.5% of the worlds population in 2018, the economy’s size of over US $ 2765 billion in 2017, ASEAN is now collectively ranked as the world 5th largest and Asian 3rd largest economy. The above accomplishments have been achieved with the contribution of the ASEAN Community Statistical System since its establishment in 1997.

The ACSS9 consisted of two sessions: (1) the closed session was held on October 9, 2019 with the participation of members of the ACSS Committee, the ACSS Sub-Committee on Planning and Coordination (SCPC), and Chairs of the ACSS Working Groups, and ASEAN Secretariat; (2) the open session took place on October 10-11, 2019 with all participants attending the meeting on October 9, 2019 and representatives of international organizations and development partners.

ACSS9 focused on the discussion about the following contents: (1) Priorities in the ACSS work program 2019-2020; (2) Work plan for 2020 and expected work plan for 2021; (3) ACSS Open Data Implementation Framework; (4) Indicators for monitoring and evaluating the implementation of the ACSS Strategic Plan; (5) Progress of implementing the ASEAN statistical indicator system, including new priority SDG indicators and system national accounts; (6) Review of Code of Practice (CoP) Section A – Institutional Environment in ACSS.

At this meeting, the GSO will take over the ACSS Committee Chairmanship from Thailand since October 11, 2019. This is the second time Vietnam has had the honor to take on this role after its first in 2010.

During the Chairmanship year, Vietnam will implementthe main contents as follows:

Firstly, actively participating in the statistical activities of the seven ASEAN working groups according to the ACSS Work Plan 2019 and 2020, and contributing proposals and initiatives to different fields of statistics.

Secondly, chairing the meetings held in Vietnam, coordinating with the ASEAN Secretariat to prepare the contents for the meetings, being responsible for the contents including the draft reports, work plans, identifying the theme for the Chairmanship year, performing other work upon the request of the National ASEAN Committee and the ASEAN Secretariat.

Thirdly, the Ministry of Planning and Investment (General Statistics Office) takes responsibility of successfully organizing 05 conferences and meetings to be held in Vietnam, including: the 10th Session of the ACSS Committee (ACSS10) on October 20-22, 2020 in Hanoi; (2) the 20th Session of the ACSS Sub-Committee on Planning and Coordination (SCPC20) on August 4-5, 2020 in Da Nang; (3) the 18th Meeting of the Working Group on Data Sharing, Analysis, Dissemination and Communication of Statistics (WGDSA18) in the second or third quarter of 2020 in Hanoi; (4) the 3rd Meeting of the Working Group on Sustainable Development Goals Indicators (WGSDGI3) in the second or third quarter of 2020 in Hanoi; (5) the 7th  of the Working Group on Statistics on International Trade in Services (WGSITS7) in Hanoi.

Answering the interview question of Thailands NBT World media How does this meeting benefit the ASEAN community and people of your country?”, Mr. Pham Quang Vinh, Deputy Director General of GSO emphasized: “For Vietnam, ACSS plays important roles in facilitating capacity building for improving the quality of statistics, covering institutional environment, statistical process and statistical outputs as well as promoting better coordination in national statistical system of ASEAN Members States. Vietnam has been benefited from being a member of ACSS, particularly on the improvement of statistical capacity in the country, not only for the General Statistics Office, but also for the whole national statistical system”.

Taking on the role of ACSS Committee Chairmanship is both responsibility for Vietnam as a ASEAN member state, and an opportunity. The Chair of ACSS Committee must be responsible for inheriting and promoting the ASEAN Statistical Community’s achievements as well as continuing what ASEAN Statistical Community has been developing in recent years. Undertaking this responsibility in the best way will enhance the prestige and role of Vietnam Statistics, at the same time, is an opportunity to promote Vietnam country and people, culture and tourism of Vietnam, and to show the hospitality and professionalism of the Vietnam Statistics’ staff to international friends.
